Pre-Purchase Inspection for Used European Cars — Where in Colombo?

I'm about to buy a used 2016 BMW 520d from a private seller. Before I hand over LKR 14 million, I want a thorough pre-purchase inspection.

Who in Colombo can do a comprehensive European car PPI that includes:
- Full diagnostic scan
- Compression test
- Suspension check
- Bodywork/paint thickness measurement
- Service history verification

Willing to pay a fair price for a proper inspection. This is too much money to gamble on.
